Those Jack Russell Terriers typically sell for thousands of dollars. - Unlikely it was out of his line-of-sight for long.
Also, setting such an animal "free" seems fraught with risk. What if, for example, it were to dash out into the street and was struck by oncoming traffic?
Condoning that type of malicious mischief is unconscionable.

in other website, it says Matthew has to get into a grocery store to buy little things so he tied his dog outside but kept an eye on him while he was hurriedly grabbing & paying something. He sure is responsible but circumstances does not allow him to bring the dog inside a grocery store.
